Sir:

I have the honour to forward to you, herewith,

copy of a despatch which I have received from His Majesty's Consul General at Hankow enclosing an extract

from a letter from the Viceroy stating that his present

intention is to engage someone for the special duty

of resurveying the proposed route of the Canton Hankow Railway and requesting Mr. Fraser to ascertain from Mr.

Kinder whether he would be willing to undertake the

task and at what remuneration. Mr. Fraser encloses

also copy of Mr. Kinder's reply from which you will see that that gentleman is willing to undertake the supervision as requested.

I have sent copy of this despatch to the Governor

of Hongkong.
